Our Eastern Territorial Headquarters in West Nyack, NY has an opening for an Assistant Territorial Social Ministries Director.
The Assistant Territorial Social Ministries Director works in collaboration with Territorial and Divisional staff to review, develop, recommend and implement strategies to enhance all areas of social ministry. These areas include, but are not limited to, National/Territorial policy and procedure development such as the National Social Services Standards evaluation and certification process, the implementation and supervision of new strategies such as Pathway of Hope and Territorial program initiatives such as Anti-Human Trafficking, the review and implementation of Territorial Social Services client/organizational databases such as the Community Services and other social services applications, collaborate with staff regarding web-based/social media campaigns, as well as, assist with and explore Territorial/Divisional funding opportunities in-line with long term initiatives and strategic plans for social services. The Assistant Territorial Social Ministries Director participates on the Territorial Evaluation/Certification Team, and other National/Territorial committees or boards, as assigned.
The Assistant Territorial Social Ministries Director is responsible for the direct supervision of non-exempt employee staff, programmatic supervision for exempt employee staff, and provides, as appropriate, consultation support to Officer staff. The Assistant Territorial Social Ministries Director serves as the Department liaison to other Territorial Departments, as assigned by the Territorial Social Ministries Director.

Responsibilities Social Ministries Departmental Responsibilities
- Aids Divisions in expanding their understanding of and participation in programs, campaigns, and other involvement pertaining to social ministries.
- Serves as a member of the Territorial program evaluation/certification team.
- In consultation with the Territorial Social Ministries Director, shall conduct surveys and studies, propose policies, plans and standards; identify and recommend intermediate and long-range goals.
- Shall maintain a working knowledge of all Salvation Army appropriate Social Services/Ministries related minutes, policy & procedures, manuals, grants, new programs, etc.
- Responsible for the coordination of department goals and objectives for the ensuing year. Proposed goals will then be shared with the Territorial Social Ministries Director for presentation to approval.
- Participates in department budgetary discussions.
- Serves on appropriate boards, councils, commissions, or committees, as recommended by the TSMD and/or Secretary for Program.
- Attends and participates in councils, conferences, seminars, training, etc. as pertains to social services, trends, strategies, etc.
- Will be the alternate on boards, councils, committees in the absence of the TSMD, as approved by the Territorial Program Secretary.
- Participates in and/or presents at the College of Officer Training lectures, seminars or institutes as requested and approved.
- Responsible for regular employee supervision and communicating staff professional development recommendations to the TSMD.
- Responsible for maintaining employee staff attendance records, including approving timesheets and monitoring excused/unexcused absences.
- Oversees seasonal employees, volunteers and/or interns assigned to the Territorial Social Ministries Department.
- Participates in the review of resumes, interviews, evaluation of potential social services candidates and makes recommendations to the Territorial Social Ministries Director of potential permanent and seasonal employee staff.
- Undertakes special assignments as requested by The Territorial Social Ministries Director.
- Authorized to sign all correspondence in the absence of the Territorial Social Ministries Director.
Employee Supervision and Professional Development
- Responsible for supervision of the goal development of non-exempt employee staff. Meets regularly with staff to review goals and develop recommendations for next steps.
- Responsible for the programmatic oversight of exempt employee staff, including meeting regularly regarding program and developmental goals and responsibilities.
- Responsible for the completion of all employee evaluations.
- Encourages and recommends employee staff professional development tracks to the Territorial Social Ministries Director and supports employee staff in their professional development (higher education, skill development courses, conference attendance).
- Mentors and coach's employee(s) towards success and continuance within the department by recommending and encouraging increased skill development, as appropriate.
- Responsible for the supervision of department Administrative Assistant in the absence of the Territorial Social Ministries Director.
Territorial Initiatives and Program Implementation, Development and Support
- Pathway of Hope
- Supervises and supports The Pathway of Hope initiative by meeting regularly with the Pathway of Hope (POH) Territorial Coordinator, as well as participating in POH team meetings.
- Participates in and attends POH trainings, as appropriate.
- Participates in Territorial/Divisional meetings regarding the status, implementation/rollout, and training/follow-up logistics.
- Provides direction, collaborates with and supports the Territorial POH Coordinator on matters of National and Territorial impact, including funding prospects and strategies.
- Anti-Human Trafficking
- Supervises and supports the Anti-Human Trafficking (AHT) Program by meeting regularly with the Territorial AHT Coordinator regarding the status/expansion of existing and implementation of potential AHT programs in the Territory.
- Strategizes with AHT Coordinator regarding internal and external education regarding AHT and Salvation Army AHT, including through various forms of media.
- Participates in and supports AHT meetings and trainings, as appropriate.
- Collaborates with and supports the Social Justice Secretary regarding AHT special projects and with funding prospects and strategies.
- National Social Services Standards Evaluation Team
- Supervises and supports the Territorial Program Evaluator by meeting regularly regarding program evaluation strategies, plans, follow-ups, as well as goals.
- Participates, as a team member, on the Territorial Evaluation Team.
- Adheres to the National Social Services Standards.
- Participates in trainings, as appropriate.
- Other Social Services Programs and/or Initiatives
- Provide supervision and support to employees/Officer staff during the strategic development, training and implementation, funding/budgetary stages, as assigned by the Territorial Social Ministries Director.
- Participate in trainings, as appropriate, to increase knowledge for on-going support and supervision.
Territorial Program Grants
- Evaluates proposals submitted for territorial special project endowment funding competition, and recommends, in conjunction with the Territorial Social Ministries Director, those for possible consideration by the Mission Alignment Council (MAC) for approval.
- Provides written feedback, upon request, to those proposals that are not accepted for funding
from territorial program grants.
Field Training and Program Development
- Participates in the national social services standards evaluation process with on-site observations, recommendations, and policy discussions.
- Provides on-site training seminars on proposal development to local units as coordinated by Divisional Headquarters.
- Provides on-site training to divisional personnel on program management, review and tracking of territorial special endowments.
- Provides in-service training at the Officers' Continuing Education Institute, as requested. Provides in- service training at the CFOT.
- Coordinates conference calls with divisional leaders, upon request.
Contract and TMAC Program Reviews
- These reviews include, but is not limited to, the following: integrity of program design, fiscal soundness, Christian program elements, personnel/staffing, community development potential, corps/congregational involvement, future funding potential and inter-agency linkages.
- Participates as a presenter at TMAC, upon request by the Territorial Program Director.
Special Projects
- Participate in Territorial projects, as assigned.
- Coordinates project responsibilities, as appropriate.
- Responsible for providing regular updates to the Territorial Social Ministries Director as to the status of assigned projects.
